I've had extemely bi-polar performance today. Its gone between being uber-fast to getting time out errors of two varieties:
the apache server port 80 error
and the IIS 64 error
both of which are availability and load related

It's looking like the problem is related to one of the databases on the server....it's been churning the hard drive during the periods of sluggishness/non-responsiveness.
There haven't been any "IIS errors" as the server runs Apache, not IIS (it's a Linux server).
The downtime today was much longer than normal because I kept the server in the "frozen" state while we worked on it -- allowing us to track down what was causing it to freeze up.
We're working on the database issue and will hopefully have it fixed shortly.
We're going to be upgrading both postGreSQL (the database) and Resin (the Java/JSP engine) to newer versions.

The IIS 64 error was being shown by my proxy server at MS, which couldn't connect to your server (the text was whining about connection speed and traffic).
The Port 80 error was your server's Apache error, which was whining about the same thing.
