Mental Combat

Ok. I've got a PC with a Multipower filled with Telepathy, Ego Attack, Mind Scan, Mind Control, and Mental Illusions. Here are his pertinent stats:

10/35 DEX (No figured Characteristics on his DEX power)
10/40 EGO
2 SPD Phases 6,12
OCV/DCV 12
ECV 13

If he wants to use his Mental Multipower, what phase does he go on? I know Mental Combat uses EGO instead of DEX but does this just allow him to go faster in the phase or does his speed increase for the attack so he goes earlier in the round?

In terms of the general mixing of physical and mental actions and how that affects initiative (i.e., when a character's Phase starts in a Segment), see 5E 246, right-hand column.

SPD has no effect on when a character acts in a round (it only dictates which Segments he has Phases in), and EGO has no effect on SPD.
