How would you write up the Matrix agent programs' ability to "teleport" themselves around by taking over other hapless Matrix denizens?

I don't know that I'd worry about it, quite honestly. If you're doing a game like the Matrix, that's a plot device, nothing more. No need to point it out or define it except in broad terms.

If, however, I decided I wanted to do something similar - such as the ability of a necromantic lord to teleport and take over any random zombie, it's easy.

Teleport, Mega-Scale. Error-Free Teleport (+1) Can only teleport where at least one 'x' (Zombie, matrix inhabitant, etc.) exists. (-ΒΌ for the Matrix, -3/4 for the Zombie, if not -1). Replaces 'placeholder'.

Transform Target into "Me" (whether "Me" is evil necromancer, Agent Smith, etc.). Whether it's Mind, Body, or both depends on how it works. Agent Smiht transforms someone's Mind and Body, while the necromancer probably just transforms Mind. The reversion condition is being killed or Transforming someone else.

Season to taste.
