Ok, this time I'm not going to screw up and I <b><i>think</b></i> I've looked and checked to make sure I wasn't overlooking something.
Here goes: Would it be possible to get the 1 Pip option added to Drains as well?

No, as it is not valid. There is a 1-pip option in killing attacks because the DC of a killing attack breaks down that way -- 3dc for a full die, 2dc for 1/2 die, 1 dc for 1 pip.
For a Drain, 1 dc is a 1/2 die. There are no rules for creating a 1 pip effect.

Hmm. I didn't know this was the case since there is a Power built in TUV that has a 1 pip Dex Drain in it. Could you, perhaps, talk it over with Steve and see what's what?

While you are asking Steve you might as well bring up the 1 point Energy Blast as well. TUV also has a weapon that is built with a 1 point EB with a base cost of 2 points.

I talked to Steve and I've got +1 pip added in fore pretty much all Powers with a damage roll, unless there were existing rules regarding that.
