I dont know what this means.
Note I am NOT talking about the -1/2 lim of "no figured characterisitcs"
I see it as a checkbox for when one is adding Characteristics as a power but when i check it, it changes the cost dramitcally, but doesnt seem to do a dman thing to the character sheet. whats up with that?
i looked it up in Fred, but i cant figure it out.
for example:
if i buy 13 levels of DEX with a -1/2 lim on it it costs 26 points, but if i click the check box of "Add modifiers to base Characteristic" then it only costs 13 points. so what exaclty is this doing? the character sheet looks identical whether or not i leave this checked.
if i buy 16 points of END with a -1/2 lim it costs me 5 points but if i check the little box again it actually costs -1 points??:confused: what the heck? so if i delete this altogehter it COSTs me a point to have 16 LESS END? so if add 16 END as a power i get a point back? i am totally confused.:confused:

Essentially, it means exactly what it says. An example will probably help clear it up:

Let's say you have a character with 20 STR (on the Characteristics tab) and you want to have that STR be 0-END.

Since there is no way to assign Modifiers on the Characteristics tab, you would go to the Powers tab and purchase STR as a Power. You would select 0 levels of STR and then assign the Modifer "Reduced END: 0 END". Seems like an odd thing to do until you check off "Apply Modifiers to Base Characteristic".....that applies the 0-END Modifier to the STR that was purchased on the Characteristics tab.

There are any number of situations in which something like this (or a more complex example) are necessary.

lemme get this straight.

if i had a 10 STR character that found a magical gem or something that adds 10 STR at 0 end for a total of 20 STR; i should NOT check this option off cause that would mean his original 10 STR would ALSO get the effect? yes?

in that example id like the first 10 STR points to actually cost END but the next 10 (of the total 20) wouldn't cause they come from a magical gem.

i think its all making sense now... i have to deliver some bad news to one of my players... :(

Sounds like you've got it ;)

"Apply Modifiers to Base Characteristic" will cause the Modifiers to affect the Characteristic value on the Characteristics tab.
