Anybody remember the classic Comics Journal cover with Popeye knocking the Hulk out of a boxing ring? Sort of a paean to the early Segar strips, where Popeye regularly fought MUCH bigger opponents, and would win with ease.

If I'm not mistaken, Lobo is an alien bounty-hunter. He's huge but not much taller than Superman, talks like a biker and rides an alien space-cycle.
I bet on Popeye. As KA stated, Lobo is sorta like Bluto. Regardless of how many times or how hard Bluto tries to win, Popeye can almost fight him at his level without Spinach. Once he gets his spinach, for all practical purposes, he can't be beaten. Once having consumed spinach, he can easily bounce bullets and tankshells off his chest, can have superspeed, supersight, superstrength, superleaping, superswimming, survive tons of explosives without a scratch, etc etc.
