What is the nearest correctional facility to Millenium City that would house normal criminals? Would most agents be sent there (such as Viper or Demon)?

Here's a link listing all the prisons in Michigan. I have not started to explore them all yet to see which ones might work in my game. You might find it helpful though.

Well, in RL Ionia (a small city in central Michigan) has half-a-dozen prisons of various sorts, including the state's only maximum-security facility (Ionia Maximum) and the largest facility for the criminally insane (Riverside). Or you could just make one up. It's highly unlikely the state would build a new facility very close to Millennium City, I think. dw
