Character controls there powers just fine (Can activate it, it does what they want, etc) HOWEVER the power also will automaticaly go off at times with them having no control over it

It is an atttack power (No range explosion)

Probably via a physical disadvantage or a variation on accidental change.

Hmmm... custom lim "Power will go off randomly" cost less than -1, based on how often it will go off randomly.

It is a Side Effect: Self-Activation on an 8- when under stress (or other GM agreed circumstance): -1

Another point would be lowering No consious control to -1/4 and having the Gm occasionally activate the power when they least expect it.
