I would like to build for my Fantasy Game under equipment prefabs the various armor types and am trying to figure out how to do this using the compound power, which isnt a problem. The problem is buying negative movement/skill levels etc.
To use for example the most extreme one:
Plate Mail:
Armor 8pd-8ed
-2" running
-3 vs all dex/movement skills
-3 dcv
I cannot figure out how to do the minuses in the compound power, and perhaps its not possible. Any help would be appreciated.

You cannot buy negative Characteristic Powers or negative Movement Powers at all (let alone in a Compound Power).
If you want actual Negative Skill Levels (not minuses to the Character's skills), then you should purchase the Power "Negative Skill Levels". If you want minuses to the Character's skills, then you should purchase the appropriate Physical Limitation.
This is simply the way the rules of the Hero System work.

You can give all of those penalties to the character with the Side Effect Limitation. You won't get the points values, but depending on how severe you think that all is will determine the Limitation value.

It is not really even a matter of points since all of this will be equipment that they dont have to pay points on. I just wanted to do it so that when it prints out, if they have Plate Mail like the example, it not only will list their armor value but also will put in the penalties applied like the modifier to dcv under combat items and modify their secondary running by the amount. Hence why i was asking, wasnt trying to break any rules, was attempting to make a prefab of equipment with bonuses and penalties all included.
