Stunned and END

Here is a hypothetical situation:

Wyrm has only 8 CON and currently has 0 END. He uses a 4 END power and takes 2d6 Stun from the power. If he rolls an 8 or more from the Stun is he Stunned from using the power?

If he rolls 9 or more, yes, he's Stunned.
