Okay, I have finaly become a total munchkin:
Character I am working on has a Phys Lim: Right Hand is a focus
then as part of a a compound power in a multipower he has a Extra Limbs, Var F/X (Different hands)
He also has clinging, extra Str, HKA, and Streatching in the same compound power
I am a munchkin

Um, why not just buy all the hand Powers as Restrainable? Or am I missing something here?

I did that as well
The idea is the character has a robotic hand, the hand has a variety of settings, most are weapon orientated, he also has a single power to represent if he turns the hand into a pair of scissors, or a funnel, or a lasso, or any of a million little things.
That power is (all powers are either naturaly or bought to 0 end, and have the +1/4 var F/X)
Extra Limbs (hand)
+1 HKA (1/2 KA w/Str)
+5 Str (No figured)
Clinging
Streatching, No velocity damage, limited Body part
So if he needs to stick to a building he can do so via this hand, if he needs a hook (to slide down a rope easier?) he has one
Now a few mitigating things, this power is in his primary attack MP, and I only took five points for the disad

Essentialy the disad means this: If his focus is taken away he also looses his hand...

Actually, I'd give the Physical Limitation more points: it may be Infrequent, depending on the game, or Frequent, but it's Greatly Impairing.
However, I'd probably take it as a -1/4 Side Effect on up to 60 points of powers, the Side Effect going off when he loses the Hand and giving him the Disadvantage you describe until he recovers it or makes a new one.
And you are not a Munchkin. A Munchkin is someone that does goofy things (I buy up my Con to 19 because I get 2 END and 1 Stun for free, ignoring that it is not in my conception and that I need those two points somewhere else) to get perceived power. You are a Power Gamer, one who uses the system to its full extent and continues to try to push the envelop, but in reasonable ways. Congratulations!

Me in a WFRP game, after I got the nice crit result that caused the victims arm to fly off in a random direction 2d6 meters.
"Well, looks like I disarmed that guy."
