Setting USESEND=Yes not Affecting Advs/Lims

For Aid, I set USESEND="Yes" but it still shows "Reduced END" as in the unavailable Advantages, and the Limitation for "Costs END" still shows.

It's working fine for me. Make sure you don't have APPEREND set to 0 and that you are not placing the Aid into a List or Framework with Reduced END on it.
