Mind Scan

Can a person use Mindscan and attack with a mental power through the mindscan in the same phase? Since this would require 2 attack rolls, I would think you would have to wait 1 phase before using any mental power through the mindscan once it is "locked on"--or if the character wants to use a multiple power attack, does he use the same attack roll for both the mind scan and the mental attack through it? (this is assuming the character in question does not have any restrictions on his mindscan, such as being in the same multipower as the metal attack)

No. The character has to wait until a later Phase and make another ECV Attack Roll. He can’t use a multiple-Power attack to do it all in one Phase, either, because the second attack presupposed the establishment of the lock-on.
