Compound Powers?

Am I correct in assuming that a Compound Power is like a Linked Power were you cannot choose to use one or the other .. you have to use both of them?

No. "Compound Power" is just a Hero Designer term for powers that consist of multiple parts. A partially-Limited power is one example; a Linked power might be another.
