Hey there,
I have a couple of questions.
I saw that there is currently one Module in the "Modules and Adventures" area of the "Free Stuff" section.

1) How does one go about submitting a Module?
For the Free Stuff section only, not for publication, and not for payment, just for you guys to post, if you so choose.

2) What are the standards for the use of DOJ's I.P. in this situation.
I assume that you would not want someone to include detailed writeups of DOJ characters in a module that is posted for free.
However, is it okay to "cite" DOJ Characters in a Free Module?
(Referring the person using the module to CKC or VIper COTS to find the writeup itself.)

Would it be okay to include brief "guidelines" for those who do not own the supplements cited, as far as relative power level and abilities, so that they could use their own Characters?

Example:
In this module the leader of the Villain Team is Binder, who is found in Conquerors, Killers, and Crooks DOJHERO202.
(Binder is built on around 400 points.
He is Highly Intelligent, Somewhat Paranoid, and uses a Powerful Entangle Gun with several Options.)

Not anything really specific, just enough to define the Character's role on the team and basic outline.

Well, we don't have any specific guidelines for modules given to us freely to give away -- it's only happened once so far, after all. We'd be glad to have more.

The easiest thing to do, I suppose, is send them to me at SteveL@herogames.com. I can look them over real quick, then make Ben give them a more thorough going-over. ;)

We don't mind if you refer to existing characters in your module -- in fact I think that would be a good thing to do -- but please don't "summarize" them in any way, just cite to the appropriate book and page. In most cases it's best to stick to the more "core" books (like CU, CKC, the HSB, and so on), rather than going too far afield into things like VIPER, UNTIL, or SOB.

I don't have any modules "on hand" at the moment, but I may take a crack at one in the near future.

What I may do, is come up with original Villains for those who create their own world, and have a list of "Suggested Villains" from the core books, for those who want to use the module in the standard Champions Universe.

The original Villains will have nothing to do with the suggested CU villains, other than general overall power level, so I shouldn't get into any questionable territory there.

It seems like there is a fairly even split between those who use the CU as written, and those who create a world from scratch, and this way the modules would be useful for everyone.
