Why is linked not showing up when I buy Combat Skill Levels (For DCV) as a power?

At this point in time, Linked can only be applied to Powers. If you want to apply Linked to a Skill (like your CSLs), then use a Custom Modifier.

But Why? Is this a rules interpretation, or something to do with how it's coded? I ask only because I want to know if there is some rule I am misunderstanding

It was a code issue originally, but the source of that issue has since been changed, so I will see what I can do about opening up the Linked Limitation to all abilities purchased on the Powers tab. Hopefully for the next update.
