Takeoff/Landing and Gliders

TUV has the Takeoff/Landing limitation for flying vehicles that aren't VTOL capable. Could the same limitation apply to gliders, or is it considered included in the lower cost of Gliding vs Flight?

(In the setting in question, there's no one around who can toss the glider into the air like a paper airplane, so towing is the only option.)

I'd say you could apply it, but probably at reduced value, since from what I've seen glider can land with much less space -- though it's a rather bumpy landing, at times. Just saw an interesting bit on Mail Call the other night about WWII glider troop transport behind enemy lines.
