I was wondering. Do you see a problem to have a character pay X amount of points per form instead of 5 points to double the forms? I was thinking of 2 points per form after buying the initial X2 forms for 5 pts

Yes, I do, since there's no provision for anything like that in the rules. If you want less than the full double-the-forms, pay the 5 points and voluntarily define it as how many you want, I'd say.
