I had forgot to mention in the previous question that the idea was future forms purchased. Basically instead of spend 5 EP and gaining double the forms, have them pay 2 pts for each new form. Hope this clarifies a bit.

OK, if I follow you, you mean pay the normal rate to buy the double-the-number-of-forms, then also pay to buy the forms one at a time. I don't really see the need for that, either. Just buy the forms and then have the GM dole 'em out as needed, or let the player (if he's sufficiently responsible) add to his "library" of forms as appropriate.
