Yiddish is costs 0 points when you purchase German and Hebrew, and have the Linguist Skill enhancer. The minimum cost for any skill or power should be 1.

For repro purposes: I have my settings set to use the language family chart. I did not take time to try it without that box checked.

I have attached a jpeg so you can see what I see.

Hey, interesting. You don't even need the linguist option.

german at Imitate dialects: 6 points
Hebrew at completly fluent: 4 points
Yiddish at fluent: 0 points

Adding Linguist to that, drops to 5,3,0.

Other combos give differing results.
----
If you pick up Danish at idiomatic: 5 points
You can get Swedish & Norwegian at fluent for no cost.

This is all because they have 4 points of similarity.
If you have 4 points in Danish, you have 2 in both Swedish & Norwegian.

Which is the same relationship Yiddish, German, & Hebrew have.

Once you get to 3 point similarities, I think the minium cost of 1 point comes into play. Not sure.

Very cool - so it occurs whenever their are three points of similarity. Neat.

I seem to be doing my work at home for free now...

According to the book Hero Designer is behving properly. When you have a 4 point similarity between languages, you get half the points in the main language for free in the "sub languages", so 5 points of German = up to 2 points of Yiddish for free.

So, it is not a bug, real or otherwise.

Thanks. I haven't played around with the language tables ever (except way back when they were first introduced) and found them more complicated than I wanted. (Even if they make a certain amount of sense)

When does the Language Similarity Chart take effect in HD? My character has 4 points of Norwegian, but she gets no discount if she purchases Danish and Swedish; both languages with 4 points of similarity to Norwegian. Do I need to change an HD setting to make this happen?

Yep. Under Campaign Rules, make sure the Use Language Familiarity Chart box is checked.
