I would like to create a character that gains his powers in an unnusual way. I just need some help in figuring out about what the modifier would be. Right now I am guessing it would be about -1. He gains his powers from a few different shrines, each shrine grants a different set of powers but he may be effected by more than one shrine at a time. To get the powers requires him to go through a challenge, testing something like his strength or agility, the challenge takes about twenty minutes and unless the GM declares otherwise will be decided by a roll on the appliable stat. If the power is granted it lasts for 24 hours, if not he can't try again for 24 hours. This is a tough one when you try and apply it to a power such as energy blast. Any suggestions?

Sounds like Requires Skill Roll based on a CHA roll, with Burnout, Extra Time, Continuing Charges, perhaps Side Effects representing the possibility of being injured by failing the test.

I think Archer has the right idea...

...but then would you apply all of those limitations to the control cost of a VPP to mimic the fact that the powers change/grow based on the shrine? I think that option would work...
