Reduced Penatration and KB

Steve, I was thinking of a wind attack that does little damaged to tough opponents, but heavy Knock Back. Something like an EB w/ Double KB and Reduced Penatration-- does Reduced Penatration affect KB? If so, it's back to the drawing board.

Per 5E 198, determine KB from the highest of the two BODY rolls. So, better get back to that drawing board. ;)
