I noticed that the HD is calculating the cost of speed wrong on a speed of 2.
This is not a problem carrying over to other speeds only a two speed.
Example:
We are playing 50/50 Point Fantasy characters and both the Mindmage and the Wizard have Speed 2.
The Mindmage has a Dex of 13 speed 2 cost 0 (should be -3)
The Wisard has a DEX of 11 Speed 2 cost 0 (Should be -1)
Is this a problem you are aware of? I do not know how to fix this and if there is a simple way would you please tell me.

You can't sell back "partial points" of SPD, so HD's cost is correct.

Yep, check out page 24 of H5E...
"SPD is the only Figured Charateristic which doesn't round in favor of the character. To increse SPD after rounding off, characters must buy the remaining fraction of a SPD point. Each 1/10 of a SPD point costs 1 Character Point.
Example: A character with a DEX of 18 has a base Speed of 1 +(18/10) = 2.8, which rounds down to 2, so the character is SPD 2. if the character wanted to be SPD 3, it would cost 2 Character Points. if the character wanted to be SPD 4, it would cost 12 Character Points."
Also, from the Rules FAQ:
"Q: If a character ends up with a fractional remainder for SPD (for example, he has DEX 24, yielding a SPD of 3.4, and chooses not to buy it up to 4), may he sell back the fractional remainder?
A: No. The character you describe doesn’t have a “SPD 3.4” — he has SPD 3, and thus nothing to sell back. A “fractional result” for SPD only comes into play, and only benefits the character, if he chooses to buy his SPD up to the next whole number."
This isn't new in 5th Edition, BTW. This has been the case with SPD all along, all the way back to 1st Edition. :)

Wow. I don't recall seeing that myself, but I and everyone I knew never tried to sell back partial points of SPD.
That said, if you want to get the point breaks, buy your DEX with No Figured Characteristics.
