Steve,
Why is mental paralysis (Entangle BOECV, Works vs EGO, Not STR) only bought with the Transparent To Physical Attacks advantage and not Transparent To Both Physical and Energy Attacks? Does this mean that normally someone could target a mental entangle with a Energy Blast unless the Transparent advantage was added for both Energy as well?

"Physical" in this case is a shorthand for "non-mental attacks." Otherwise you end up with some illogical results. If the system had greater granularity, the cost would be more than +1/4 but less than +1/2. Since that's not possible, I opted to keep it at +1/4, since it should be obvious in most cases what needs to be done to remove a Mental Paralysis.
