How do I create a partially limited framework (specifically a Multi-power.)
I am making a Mage and would like him to have a partially limited V.P.P.

At this point in time, you don't. Any Modifiers that are applied to a Power Framework are applied to the entire Framework.
If you want for one slot to be a partially Limited Power, then use the Compound Power construct.
If you need for the entire Framework to be partially Limited, then your best bet is going to be to "fudge" the value by either altering the value of the Modifier or by using a Custom Adder on the Framework to account for the difference in points.
Edit: The deciding factor in why HD doesn't allow you to do them is that they are not allowed under the rules of the Hero System.

Also, according to the FAQ, you can't have a Partially-Limited Multipower reserve (although this seems odd to me, since page 180 seems to say that you can...)

The phrasing on page 180 is a bit misleading (per Steve). The FAQ entry was made to clear that up (hopefully).

Thanks. This is actualy something I disagree with the Game Designer on if this is his point of view. It seems that a mispercieved concern of game balance has destroyed a valid power construction option. I am looking to make PC's for a game that uses pregen characters and dislike this particular interpritation of the rules.

Well, technically, it does say "Q: Can a character have a partially-Limited Multipower reserve? A: No, unless the GM chooses to permit this for some reason."
If you're the GM, you can choose to permit it. There's no Game Designer police gonna come after you. :)

I know that as the GM I can use fiat however I always feel like the character is less offitial. (A personal quirk that when I think about I can identify but still have trouble moving on.)
In the example if I were to show the characters to some one and they noticed saying hey you cheated then my poor weak mind would emplode killing me instantly.
I strongly dislike the "because I say so" rulings and that is actualy one of the reasons I left my first gaming group ever about ten years ago.
One of the things I love about HERO is that I can do almost anything while still falling in the rules.

If you like working within the rules the just work within the rules.
Make an Aid outside of the pool that helps the pool and has the limitations you want.

two issues: One, on the point about Steve's ruling, I think it is a bad ruling, that is contradicted by the written rules in the book.
2) to do it in Herodesigner it is actualy quite easy, if you don;t mind a workaround, and long character sheets
Build the least restricted part of the MP first,
Place a second MP with the further restrictions on, then if any of the slots continue, add in them
For instance
20...25 MP (varLim -1/4)
2u 2d6 Ego Blast 1/2 end
2u 5d6 Mind Control
2u 5d6 Telepathy
50...75 MP (-1/2 OIF)
5u 4d6 Ego Blast 1/2 End
5u 10d6 Mind Control
5u 10d6 Telepathy

I do it the same as JmOz does, with a mage especially who gets extra power from an amulet or something.

Well no one wants to share a character with someone just to have them cheepened by the person identifying that they are not legal. Or having to explain that such and such is like this or that because in your games the rules are differnt.

I concur and I do know why.
First off, I can understand that it can go too far the other way. It's my game, and DOJ doesn't have a "FRED Police" to make sure I do it Their Way. I like to have some House Rules.
However....
I have been in this hobby since 1978. Back in those days, game rules were much more of the Roll Your Own variety. I would then go to conventions or to a different game group and it was like a different game. The rules differences from group to group made it more difficult to explore options.
Then I discovered Runequest. It was the first RPG I ever played that had a really logical core rules base. I remember the pleasant surprise I got when I could go to a convention and play in an RQ game without a big shock.
The better the published game system, the better. If I have to fix almost everything, I might as well make up my own rules. Maybe it stifles creativity - everything in life is a tradeoff.
