Terran Empire Rebellion Campaigns

I was wondering what people had to say about trying to run Rebellion-era Terran Empire campaigns in the age of Sigismund and the period with the Epire teetering on collapse.

I always wondered why the Torgons of Xenovores didn;t sieze on the oppotunity to wipe out those pesky humans and take all their worlds while they were fighting among themselves....:(

I'll have to read a little more about the Thorgons, But the Xenovore homeworld was detroyed in 2396 and they have no centralized govenment and are mostly small scattered independent pirates.(And a population of less than 5 million)
