Increased CHAR Maxima

Greetings,

I was wondering if there was a way to do the old Increased/Decreased CHAR Maxima that was used to build races in 4th ed., i.e., races in Fantasy HERO, etc.
I've done a little fiddling around with buying characteristics as powers, even with the Normal Characteristic Maxima disadvantage in place, and it sort of works, but I was wondering if 5e did it in a different way that was still more like 4e, and I'm just not seeing it in Hero Designer.
Any ideas/help?

The only way I can think of doing that is to create a template for each race. In each template you can modify the Char Max value for each stat.

Correct. You can also specify the starting value, as well as the NCM value/cost.
