Curiosity about Character Packs

I know this is going to sound strange, but I'm really curious. Why are the character packs for the Beastiary and CKC so cheap? Compared to character packs for simillar books they are a third of the cost. Is there a particular reason for the discount. (Please note, I am not complaining about the cost of any of the character packs.)

Because they don't contain, in effect, the entire contents of those books, whereas packs for books like the USPD and G&G effectively do.
