Is it leagal to have a Variable Advantage +1/2 with the limitation Variable limitation -1 that afects a multipower but is purchased outside the multipower?
Example
40: Spells Multi power
with four slots
27: Variable advantage +1/2 for up to 40 points of Spells +1; -1 Variable limitation -1/2

There are occasions when a character can buy a naked Advantage to apply to more than one power (e.g., Autofire, applies to any gun of up to 60 Active Points). However, since characters aren't allowed to Link one power to all slots of a Multipower (see Rules FAQ), they generally should not be allowed to apply a naked Advantage to all slots in one without GM's permission.
In particular, GMs should be very leery of allowing a naked Variable Advantage (under any circumstances). The potential for abuse seem significant.
