Hero Designer (v2.33) isn't following the standard H5e rules for Extra Time:
- "Character May Take No Other Actions" for -1/4 more is being allowed for types of Extra Time that already explicitly have this limitation included (Full Phase, Extra Phase) -- this double-dipping limitation should be removed.
- "Extra Segment" shouldn't allow "Delayed Phase" since it already explicitly has the power activate at the very end of the phase and 1/2 DEX is before this.
- The "Only to Activate" at 1/2 of the Limitation thing doesn't seem to be applying to Instant/Attack powers even though a Cannon (presumably a RKA) is given as an explicit example of this (H5e.187) -- FWIW, I thought that it worked this way in 4e and didn't see anything in the FAQ about it and I'd like to have some attack spells that take extra time to fire the first time but then not take as long for the subsequent phases.

Thanks for the update, Dan! I hope you had a great holiday!
I took a look at the interim build and here's 2 more minor changes:
Extra Segment, Character May Take No Other Actions (-3/4) should be allowed because it restricts the character from making the normal Half-Move first.
Extra Phase, Delayed Phase (-1) should be allowed because it makes the character act later in the second phase than they normally would.
One more little thing, the Change Log says:
"Character May Take No Other Actions" no longer an available Adder for Full Phase and Delayed Phase levels of Extra Time."
This statement should include Extra Phase (you have it properly restricted just not included in the log).
Is this why Delayed Phase was added there: "Delayed Phase, Character May Take No Other Actions" (-1/2) could be valid because Delayed Phase allows for movement and No Other Actions restricts this, butthis is almost the same as taking "Full Phase, Delayed Phase" (-3/4) and "Delayed Phase, Character May Take No Other Actions" is more restrictive than plain old "Full Phase" because it makes the character go later in the phase that they can't do anything else in?

I'm really not sure what you're asking here...."Character May Take No Other Actions" was just removed from Delayed Phase based on your input....and Steve's agreement.
"Delayed Phase" is an available Adder on Full Phase based on Steve's input and my reading of the rules....that hasn't changed, to my knowledge.

I'm really not sure what you're asking here...."Character May Take No Other Actions" was just removed from Delayed Phase based on your input....and Steve's agreement. Actually, looking at my original post, I had only mentioned "Full Phase" and "Extra Phase" as not being appropriate for "Character May Take No Other Actions".
I was just saying that when I saw that the Change Log had "Delayed Phase" instead of "Extra Phase" I first thought that it was a mistake of saying one when meaning the other but then when I thought about it, it occurred to me that "Extra Phase" was an ommission but that there was a real reason (balance relative to "Full Phase" and "Full Phase, Delayed Phase") for including "Delayed Phase" in the restriction (for the reasons stated), that's all -- basically, I was saying I could see (and agree with) why you and Steve went a step further and added "Delayed Phase" as being restricted from "Character May Take No Other Actions".
Anyway, THANKS again for the uber-fast reply and changes, Dan! This gives a LOT of "Value Added" to the Hero Designer software and, in turn, to the entire Hero System.
