I'm building a new super villaines: Yellow Monsoon.
She has the power of wind control, a multipower formed by all CE:
-Strong Breeze can stop enemy missiles (-4OCV)
-Gale can slow down enemy (-2" running, -4" flying)
-Controlled Light Tornado reduces DEX & DEX based skills (-4), PER rolls (-1) and cause light damage (2 pts round)
-Fog cause... fog :) (-6 PER normal sight and nightvision)
all with concentration
So what else can i do?
what i cannot do?
can i build a single CE with all this secondary effect? or can i select what secondary effect apply to my CE? (building only a single CE and not a mulipower)

You probably aren't getting answers today because CE changed a lot (for the better) with 5th and many people need their books to properly answer you best - though I'm surprised some of the rules gurus haven't been able to do so off the top of their heads already!
I know you can do a number of secondary effects, but there are some limitations in terms of how it affects combat, sorry, I really need the book to be more specific. If nothing else (okay, well, there is nothing else), now you have a bump...

WHAT YOU CANNOT DO
Duplicate existing powers (Darkness for example)
Create light.
Provide positive effects or bonuses to any character
Should not be as effective at causing damage as other Powers
WHAT YOU CAN DO
Anything on the above list, if the GM approves. Always true, always needs to be said. One real good example in my campaigns is that I void that IMO ridiculous prohibition against creating light.
Anything on the chart on FREd pg 90.
WHAT YOU SHOULD BE CAREFUL OF
Any power which decreases CV. It says this under CE's 5th Edition description and having allowed a -4 DCV CE power in my current campaign let me emphasize you should take this one seriously. I can in particular see where a CE that reduces EGO rolls could cause problems.
THE MULTIPLE EFFECT... THING.
I'm going to try not to get editorial here. This... rule is not in FREd that I can find; it may be considered errata. The "UNTIL Super Powers Data Base" (USPDB) in the sidebar on page 251 says...
Ordinarily, a character with Change Environment can only buy one type of combat effect for it; he can't buy more than one type of combat effect, or switch between effects.
It goes on to describe a +5pt adder to have multiple combat effects and a +10pt adder to vary the combat effects.
This was of course news to me. Frankly I'm ignoring the USPDB sidebar for my campaigns until I see a compelling example of a problem other than the CV one FREd warns about and my own experience confirms.

The USPD Sidebar about multiple combat effects was new to me as well, but it didn't contradict anything I've previously read and meshed with all the published characters. I'm a bit iffy about it, but for me it stands, and the first 5 points buys you the minus in the second modifier.

Have you thought about "upgrading" some of these effects to actual Powers? You could use Missile Deflection to use controlled wind bursts to mess up another's aim, or Darkness for thick fog.
Personally, I'd go with Darkness instead of CE with a -6 to PER. -6 is near blinding anyway.

In the first version, i've used a darknes for the fog and a missile deflection for defensive wind, but in the second version i've preferred all CE powers for this multipower...

As others have said, there are two adders that help replicate the effect you're looking for. What I would recommend, were she a PC, is get permission from the GM to expand the CE into a Multipower, with more potent slots for each variation on your CE theme: missile blocking breeze into Missile Deflection, slow-down gale into Drain vs. movement powers, etc.
Granted, this doesn't help, but it came to me. :idjit:
