I asmume you can, but I do want something official. Can you buy Combat Skill Levels with ECV (EDCV/EOCV) and Mental Powers? Can you buy Combat Skill Levels with three attacks and define two as 'normal' attacks and one as a mental attack?

2. What a character can buy 3-point CSLs for is up to the GM.
