this is one of many I am actually having a hard time trying to create, but this one is the one I can think of right now.
I want to create a magical power in which I am capable of firing off one arrow and then in mid flight the arrow splits up into three or five other arrows. All hit the target, but using the hero system how can this power be created?

The splitting up is more a special effect than a power advantage since it still hits the same target and only the same target. I think a 3 shot autofire would do the trick.

or if all the arrows hit every time you hit then its just a bigger attack.

I was thinking that the number of arrows that hit was depending on how well the person hits the target, but he only started with the firing of one and it splits into more. Autofire with the special effect of arrows splitting sounds like it could work.

It almost sounds to me like this would be something you could use Reduced Penetration on. That way they all either hit or miss together, which is what it sounds like you're going for. But with this route you have to buy a bigger attack (more expensive than Autofire). But it's a reasonable tradeoff, in that even if you only barely hit (roll the exact number needed), you hit completely.

I'll concur with Derek on this one, FWIW. This is vanilla Autofire. Unless they all always hit, in which case it is just a special effect.
