Transport Familiarity and Vehicle Perk

Does a character that pays for a Vehicle in character points through the Vehicle Perk need to buy a Transport Familiarity to operate it? Or does he automatically know how to operate the vehicle, on the same principle that a character that pays for a "weapon" with character points doesn't need a WF with it?
