What wrong with damage shield?

Damage Shield isn't appearing as an advantage on attack powers. Just on the defensive powers. Isn't it suppossed to be bought on attacks?:confused:

Damage Shield is only available for Constant Powers.

THe Power must either be inherently Constant (like most Defensive Powers) or have the appropriate Modifiers placed on it before Damage Shield will be available.

Maybe in the Version 2 documentation, I'll change the title of the sidebar that discusses this from "Modifier Intelligence" to "Modifier Intelligence or Why Can't I Find Damage Shield".
