Long enough ago for him to earn his reputation, be in and out of jail a bunch of times for mayhem or whatever. I'd say mid-80's.

Ya...the 80's was a great time for pro wrastling. It was the time the local pro wrastling places were being swallowed up into what we now call the WWE. It was the time when wrastling was first introduced to rock and roll. It was the time of Hulk Hogen, "Macho Man" Randy Savage, Demolition, "Roudy" Rodie Piper, and The Undertaker. This is the perfect erra for Buldozer to come from, considering his background and personality.
