What is "equipment"?

Steve,

For the purposes of the doubling for +5 points rule, are there any traits required for a power to qualify as "equipment," from a system point of view? i.e. Must it be bought with a Focus Limitation or possibly Restrainable?

An example might be helpful:

Could Dr. Destroyer have bought a second Primary Weapons Array for +5 points even though the actual powers are not bought with a Focus Limitation, because the SFX is that it is "equipment"?

There's no way in Heck that I'm going to try to quantify what's meant by "equipment." :) I think it's a matter of common sense (and perhaps game balance) that can be left to the GM's discretion (though the presence of the Focus Limitation, and in many cases OIHID, is a good red flag most of the time). I'd certainly let Dr. D double his VPP using that rule, and I think most GMs would agree (though it's kind of irrelevant, since as an NPC he can have however many points he wants anyway:eg:).
