If a character has this and is Stunned or Knocked Out, does he continue to hover, or does he fall?

It's Persistent, so he'd hover or keep flying in the same direction and at the same speed he was when Stunned or KO'd, depending on the special effects, GM's interpretation of the situation, etc. In fact, this very example is used on 5E 165.
