I couldn't find any suggested modifiers to the Stealth roll for various movement modes. My question is two fold.

1. Is one form of movement any quieter or stealthy than any other under most circumstances. I assume no for the visibility aspect of powers, including the movement ones.

2. When moving stealthily, are there any bonuses or penalties for moving half combat speed or full non-combat speed, respectively? If so, what would you suggest?

1. Stealth applies equally to all types of movement. No one type of movement is inherently more or less stealthy than any other.

2. Per 5E 233, making most Skill Rolls is, by default, a Half Phase Action. As the text notes, that can vary considerably, but for purposes of establishing a baseline rule, a character can use Stealth and make a Half Move with Combat Movement at no penalty. If he makes a Full Move with Combat Movement, the GM can impose a penalty if he sees fit; no more than a -1 to -2 is appropriate. Using Noncombat Movement typically imposes a -1 to -2 penalty, which is cumulative with the Full Move penalty.
