Looks well thought out.

However, the x2 END Cost at that SPD seems excessive. Especially to then turn around and buy extra END to cover it just complicates things. Take those points you spent on extra END and redo the Running without the increased END cost. The effect will be about the same.

I see you are simulating a character who is a sprinter, not an long-distance runner. Fascinating, and nice concept. However, I think that following my advice would still retain that concept - it's more a matter of simplification than trying to be more efficient.

Other than that, looks good.

Question: If he doesn't have a gun (or at least hasn't paid points for one) what's the point of the Concealed Weapon Permit?

x2 END on the running is definitely out of whack. Remember that in 5th Edition the END cost for movement is figured based on Active Points just like every other power. Even if your character is only half-moving, that's going to be 11 END a phase -- 77 END a turn. What's more, according to the Rules FAQ "However, if a character is performing a Move Through and trying to get as many extra dice of damage as he can, or otherwise somehow obtaining the benefit of his full velocity, he must pay END for the full number of inches, regardless of how many inches he actually moves.". I'd apply that to the Passing Strike as well.

This varies from campaign to campaign, but in most campaigns Drain is closer to a Common limitation than Uncommon. That's how it's listed in Champions, for example (page 159).

You may also want to reexamine the "occurance" of your psychological limitations. A "very common" psych lim is something that should cause an issue several times per adventure. Code Versus Killing, for example, is "officially" a Common limitation.

I'll use myself as an example here. I'm noticeably eccentric -- it comes up often enough that I can rarely attend a social function without it becoming an issue in some way. However it usually isn't enough of an issue to *cause problems*, hence I only have it at Common.
