What I would like to do is define several suits of Powered Armour that are in my VPP (Gadget Pool). In creator you could do this but after conversion my char cost jumped from 350pt to 777pt because it now pays the cost for the powered armour each time I design a new suit even tho I don't violate my cost for my VPP.

What you have run into is the fact that list can not have list it.
The followings are lists.
VPP Sample powers
Multipowers
EC
HD Lists
So what is happening is that the items got transferred over, but since the sample suits are comprised of lists, they didn't get put in the VPP sample power lists. There are several ways around this. 1) Have a seperate characters sheet with just the sample powers, that way you don't have to worry about the points not balancing on the main character. 2) Apply a custom adders that provides the negative pts to each power there by zeroing out the costs. 3) Edit a template to make the equipment table show up on a super's template and move all the VPP sample powers there.
I'd say that choice 3 might be your best choice. The Edit to the super's template is minor.
