The Book of All Knowing- Help?

I have a player who wants a magical book. This book will give him information on anyone. The information is only what is publically available, though, things like address, phone number, criminal record, family members/dependents, a short history of public works, etc. If the person has an alternate ID, it won't say, unless it's a public ID. In the case of a secret ID, there would be two different entries: one for say, Clark Kent, with all of Clark's public info, and then one for Superman, with the info on Superman, including known powers. I've been thinking about using Mind Scan and Telepathy, maybe with a limitation only to find out the following(stuff mentioned above), but we (player and myself) both agree that it shouldn't be harder to find out things on say, Bruce Wayne, because the book won't say he is Batman. (This is going on the assumption that Batman has some Mental Defense.) Bumping up the dice of Telepathy would fix that, and with the limitation, it wouldn't matter how much you made the roll by. Any better ways to go about this? Ideas and critiques much appreciated!

General KS:Everybody, 30 or less, 21 active points, OAF: The Big Book (-1), Limited Power: Out of combat only, takes time to look stuff up in the book, public records only (-1), Real Cost: 7. Gives him a 20 or less chance to find general info on any specific person, 15 or less for very detailed info, 10 or less for info known only to law enforcement agencies. Search time is as long as it would take to find the info in a standard Net search.

Sounds like his book is not very different from a mega-hacking computer. I'd handle it with "Computer" Programming and a high level of Access.

I'd favor either the KS or Detect version, myself.
