Dispells on Long Instant powers

What happens if a Dispell is used on a Entangle that has already happened

Ex. Glob man hits lasso chic with a entangle, Next phase Rat Man uses his VPP for a Dispell on ENtangles, can he dispell it even though the power is an instant that is not being used?

Same question for summons

Mage boy summons a demonling, Mage Girl goes the next phase and tries to dispell it

A character cannot Dispel an existing Entangle, any more than he can Dispel the damage caused by some other Attack Power. However, you could simulate a "dispel" by buying an attack "Only To Remove Entangles."

A character can use Dispel against a Summon power to "banish" the Summoned being at any time.
