The text on 5ed p147 says

"A Telekinetic Grab works just like a normal Grab - ... However, it does not reduce the Telekinetic's DCV or his OCV to attack characters other than the Grabbed character the way a normal Grab world."

This last sentence, regarding not reducing the Telekinetic's DCV or OCV, is in reference to penalties suffered after the opponent character is grabbed, correct?

Does the Telekinetic still suffer the -1 OCV/-2 DCV a normal Grab maneuver normally bestows when making the Telekinetic Grab? After a successful Telekinetic Grab?

Yes, that's what it means. Otherwise it would say "suffers no CV modifiers at all," or the like. Unlike a character Grabbing with his arms, a character Grabbing with Telekinesis still enjoys his full freedom of movement and so forth, so he doesn't suffer the same ongoing penalty.
