It is possible to get a Naked Modifier to cost 0 by piling enough Limitations on it, instead of having a minimum cost of 1. I've attached a sample file. I'm using the latest interim build.

As far as I know, all powers are supposed to have a minimum cost of 1.

That's correct, and HD is giving it a cost of 0.
