per the following rules question thread, Costs END on Instant Powers thread (http://www.herogames.com/forums/showthread.php?p=483147), Steve states that Instant powers that cost END implicitly already have this limitation/advantage, so to speak.

I was thinking that HD should probably enforce this, by only allowing the modifier (is both an advantage and limitation) to only be allowed on constant powers.

Just a suggestion, but I feel one that the application would do well to enforce.

It shouldn't be eliminated completely, as you're not getting the whole picture in your question to Steve.

There are times when it is valid to place "Costs END Only to Activate" on an Instant Power -- namely, when that Power takes Extra Time to Activate. IIRC, there are published examples of this (which is why the Advantage was opened up to Instant Power to begin with).

I'll look into the possibility of refining the Modifier Intelligence somewhat, but make no promises. Offhand, I may be able to just check for the existence of the "Extra Time only to Activate" Limitation on an Instant Power.....but I'm not sure if that will cover all possible valid cases.

OK...just talked to Steve on this and there's apparently been some confusion all around.

I swear that I added in the ability to take the Advantage on Instant Powers at Steve's behest, but he says that it is not valid on an Instant Power regardless of the construct. Not sure if the confusion was on his end originally or my own...

So off it will come.

I'm at the office now, so I'll get this changed and posted as an interim build later this evening.

Sorry to add to the confusion... in fact, it was a situation with the extra time to activate (only to activate) that caused me to ask Steve about it.

The Advantage "Costs END Only to Activate" is not going to be valid for Instant Powers.

Ah. Well, yeah, Instant Powers are activated each time they are used, so it doesnt mean anything anyway. I didnt realize that was even an option in HD.
