Combat Skil Level and Mental powers

My first question ;) to the rules conceptors...

In the Combat Skill Levels description (p36), I don't see any references to mental combat; and in the figthing section (p246), there is no more details about that.
Ego Combat Value cannot be increased with CSL ? At what cost ?
For example :
5 points CSL to add +1 ECV with all mental combat
3 points CSL to add +1 ECV with 3 mental powers
2 points CSL to add +1 ECV with 1 attack power.

With this system, EGO attacks shouldn't only based on EGO value...
