Okay, what I'm trying to accomplish is what you answered in this thread Steve.

Which agrees with this FAQ question in the characteristics FAQ:
Q: Can a character spend more on SPD than he strictly needs to, to take advantage of a power he has or the like? For example, could a DEX 10 character with a magic ring (+16 DEX, for a total fo 26) spend 14 points on SPD so that when he’s wearing the ring, he has SPD 5?
A: Yes, though the extra points (4, in this case) are wasted when he can’t use the power. In your example, without the ring the character would have SPD 3.
But it doesn't agree with the Powers FAQ which states that SPD can only be bought at 10 points.
In other words, is it legal to buy less than a full 10 points of SPD as a characteristic?
If it <em>IS</em> legal to pruchase it as a characteristic, why can't you in HD?
