Suppose a character buys a Force Wall at 0 End, Persistent, and Always On. If the Force Wall gets knocked down by an attack, does it automatically "spring" back up on the character's next phase?

No, he has to take the standard Action required to activate it. Otherwise the Limitation becomes an Advantage. Assuming the GM’s even willing to allow someone to have an Always On FW, he should probably require the character to apply Trigger so the FW “springs” back to life right after it’s dropped.
