variable advantages

Ok. I am a little unclear here. When you buy a power with a variable advantage do you always have to use the maximum level of the possible advantage? What I mean is; if you have say a +2 variable advantage and all you want to use at the moment is +1/2 can you, or must you always have a number of advantages equal to the +2?
